1. Water

This is probably the easiest and convenient option. However, it works only if it is a pigmented eyeshadow. Dip your brush into water, wipe out the excess so that its not dripping wet. Rub the brush directly onto the eyeshadow creating a chalky paste. Use this paste as you would use a liquid or a gel eyeliner. Works best with shimmery eyeshadows.

2. Vaseline

Scrape off some of the eyeshadow into a palette. Mix this powder with a tiny bit of Vaseline. You will achieve a colored paste that can be used as an eyeliner. Once you have applied the eyeliner, make sure to set the eyeshadow by applying another layer of dry eyeshadow. This is done to prevent smudges and increase the longevity of your liner.

3. Setting Spray

It is a better option to use a setting spray rather than using water because it makes the pigment stronger and long-lasting. Just spritz your brush with a setting spray and dip your brush in your choice of eyeshadow.
